Unable to Open Cognos browser using URL http://localhost/cognos8?

I checked my local install, which is on IIS 5.1 and I don't see any special settings, just the default set up of virtual directories... Are you sure they are pointing to the correct install folders....... Also, do you have the default document enabled for the virtual directory...

In IE, make sure you have localhost and the machine name both as local intranet sites (security)

In IIS, right-click browse on the cognos8 virtual directory to see if you can do it from there.  Make sure that you have cognos8 and cogno8/cgi-bin virtual directories pointing to the correct location.

In IIS, check property of the default website, make sure tab "web site" -> "Website identificaton" -> "IP address", you have selected (All unassigned) ...

If you can see the portal through dispatcher so obviously your Cognos is ok, your setup of the IIS however is not. You mentioned a Windows XP OS, is this the 64 bit version by any chance? Also, try to create a second virtual directory pointing to the same webcontent folder, with read and read/execute for cgi-bin. One more thing, not too sure about IIS5.1, forgot, but IIS6 has this "enable All unknown CGI extension", can you check that as well?
