Tomcat startup problem

I Had Installed Cognos Reportnet1.1.MsSqlServer2000, Configured IISÃ,  InÃ,  a Standlone system..
All the services are running,when iam running the cognos service. The Tomcat service is not starting..
"ItÃ,  says

Starting service Tomcat-Standalone
Apache Tomcat/4.1.27
INFO[main] org.apache.coyote.http11.Http11Protocol-Starting Coyote HTTP/1.1 on port

Can u help me guys
I had updated the jar files in C:\Program Files\cognos\crn\bin\jre\1.3.1\lib\ext

Hai,
It  again displays the previous message,"Starting tomact"

but for some time it  dos screen closes, and then i type http://locahost/crn, i checked IIS,
and again says, cognos bi server problem
what to do,,
can u help me

In IIS for the virtual directory cgi-bin folder u give read and execute privilages and one more thing is u just restart cognos reportnet service and also check ur configuration weather the content store is configured properly or not?
