Disadvantages of saving files to a file system instead of using report views?

We do not allow users access to COGNOS connection.  We create links to saved files.  My boss prefers me to use the save to file sysyem option and  save reports to a file server instead  creating lnks to report views on the default web location - http://server/cognos8/.  (Don't ask me why as I do not know).

It seems that files are slower to access when retrieving them from file server, especially HTML.  Also I do not see the Report Toolbar on the saved HTML files that allows export to PDF, Excel, etc.

I am trying to convince him that this is not the way to go and we should create links to report views saved on the cognos server.  Any other disadvantages of linking to files on a file server as apposed to the defualt CONGOS web folder so I can mention in our meeting tomorrow?
