Error while accessing Frame work manager

Hi

I have installed frame work Manager.When i try to open a project sample one's It gives an error in small widow


"Unable to access service at URL:

http://groamrdev15.amer.pfizer.com:80/crn/cgi-bin/cognos.cgi?b_action=xts.run&m=portal/close.xts
Please check that your gateway URI information is configured correctly and that the service is available.

For further information please contact your service administrator."

Try or Close.

When i hit "close" the project is opened.
DO we need Admin Priveleges to access Frame work manager

Open the cognos configuration in frame work manager and check whether the SDK URI and Gateway URI are same when compared with cognos configuration in reportnet.
