Need to make an Audit report showing all users, groups and permissions

I need to make an audit report that shows all our users, which groups they are assigned and the permissions attached to the groups.

I tried using #sq(CSVIdentityNameList())# which does somewhat work ,but only for the signed in user.

Does anyone have any suggestions or ideas on how to do this?
