Downgrade a deployment archive.

It turns out, in reality, work must continue while testing for an upgrade.

I am using Cognos Analytics 11.0.13.1 in production and have upgraded my QA environment to Cognos Analytics 11.1.7IF2.  During a testing and evaluation period, work must continue to get done.

Some content was created in QA that must now be promoted to production.  I used the deployment export from QA and tried the deployment import in production, only to get...
...is not a valid deployment archive.

I know it's a different software version, but this is just data.  Why does IBM need to make this arbitrarily incompatible?

Is there a setting I can use when exporting or importing that will help with this?

I can't imagine this isn't possible.  Worst case (which I'm trying to avoid) is to modify the XML in the deployment package to remove or revert all of the 11.1.7-specific coding before importing.  But there must be a better way.
