AAA-AUT-0013 issue

Hi all, been a while since I posted on this forum, but got a bizarre issue that I'm finding hard to troubleshoot, here goes nothing:

Problem: End user receives AAA-AUT-0013 error
How: When user logs in, closes the windows and tries to access Cognos they cannot and receive the error.
What have I done so far:

- Check the typical technotes e.g. https://www.ibm.com/support/pages/aaa-aut-0013-user-already-authenticated-all-available-namespaces-cognos-analytics
- Check the logs and there is no mention of the of the error in there
- Asked the user to login directly
- Asked the user to clear cache
- Asked the user to try different browser

What environment do we have:

- Cognos Analytics 11
- AIX 7.1
- DB2 11
- WebSphere 9
- HTTP Server 9
- Cognos is accessed via OpenPages 8 + Directly via gateway link

What is weird?

- I can login and don't get the error (I'm admin oc)
- Restart of Cognos services fixes the issue (it's a prod system so cannot restart every-time we have this)

My Questions:

- Is there a specific config for release of cache/cookies/authentication/session? as sometimes later in the evening without the  a Cognos services restart the the session is released

If i missed anything out let me know, any help is appreciated at this point before a PMR is submitted.

hold on....

1.user logs in ...
     was the login successful? meaning the user can see cognos connection at this point. i assume yes because if not, the next steps does not make sense (close the window, tries to access cognos and receive error)

2. so the user is has successfully logged in, for some reason he/she closes the window, opens a browser again and access the same cognos URL and sees an error. but user expects to get logged in because he/she has previously logged in successfully but did not log out?

3. what do you mean by login directly?

1. Correct!
2. Correct, the user should be either signed out or signed in so they can see the connection page as expected.
3. Two ways of accessing Cognos, one via OpenPages application and another by typing the gateway URL (which is the norm)
