Cognos 11.1.3 blank screen in browser

Once I have Cognos Configuration configured for HTTPS and IIS 10 setup for SSL with url rewrite https.  I then try to open cognos on frontend with my browser, IE and Chrome it appears to start cognos but never opens completely.  Just sits at a blank white screen.  Has anyone encountered this and if so how do i resolve this?  IBM really didnt have a solution.  Thanks

Sounds daft but we had something similar and ended our resolution was to to clear the history and cache of chrome. After that it renders as expected.
May not solve your problem but worth a try! does it work with an Incognito session?

Thanks for answering.  I had to re add thirdpartycertificate.  Then it worked.
