Do you prefer to use an "Active Report" or "Dashboard" for dashboards?

Do you prefer to use active reports, or dashboards for your dashboard-like reports?  I'm trying to determine whether I should start using the dashboard option in Cognos, as I've used active reports up until now.

The big differences I've personally noticed is that dashboards appear to be much more flexible in layout, but are lacking in modifying the data, and can only be accessed by users with Cognos licenses, whereas active reports can have a high degree of data modification, and can be stored as .MHT and accessed by anybody.

I think accessing active reports requires licenses ("Information distribution"):

If your queries are fast enough, You should also consider regular reports for dashboard-like reports...

Thanks for your input.  I typically have the interactive connections set up, but if not then I can consider a standard report.
