Cognos 11.0.12/IIS issue

Hello,

I am in the middle up upgrading from 10.2.2 to 11.0.12.  I installed the new version on MS Server 2016 and using IIS 10.  I am able to connect to port 80 in IIS but when I configure it for port 443 IIS doesn't work and I get a page not displayed.  When I spoke to Cognos Helpdesk they said I didnt have to worry about getting Cognos to work yet i needed to be able to connect to the IIS splash screen page with SSL enabled.  I cannot get IIS to work with port 443 only port 80. Please Help!!  Any suggestions on how to resolve this would be greatly appreciated.  Thanks

any particular reason why you need to use port 443?

That is the port that is open by the people who manage the network.  I am on a base so will be configuring port 443 for SSL.
