Scrolling list with fixed titles

Does cognos 11 give us a nice way to create a scrolling list with fixed titles?
Or do we still need to put the list in a block, hide the titles and create a new set of titles in an object above the list?

Navigate to the list level properties and set a value for the "Scrollable area height" property. This will render scroll bars (greyed out if not necessary) and keep list titles fixed when scrolling within the area when the report is run with full interactivity.

I don't recall when this was introduced but it works at least on 11.0.7 and above.

I presume there's no way of making it work with interactivity set to Off.
My users don't like interactivity as it means they can't copy and paste anything off the screen.

When you run with full interactivity turned off you can right-click on list titles and select the option to freeze column headings. I would generally put the list inside a block with fixed size height and clipped content. The scroll bar for the list appears/disappears when you do the right-click freeze/unfreeze.
