New Job under Manage Not Showing - Capability?

In a new environment, I'm not seeing the 'New Job' option under Manage. Is there a capability setting that I missed to enable this?

Heard back from IBM and got their silly response.

Ridiculously, the way to enable New Job is to enable legacy support. It should be enabled out of the box.
