Not directly. You need the picture to be somewhere the Cognos server can see it via a URL. You could ask the admins to set up a shared folder in your network you can copy the image to and for them to add a virtual directory for the folder that makes the images visible via URL, or you could upload the picture to a site such as imgbb.com and grab the URL of the image on there?
