Error when attempting to upload an image to Cognos Analytics

I am trying to upload a logo (image) to use in a report.  The directory is http://cisprodrpt/cognos11/bi/samples/images.

When I do this I get the error .... MSR-GEN-0003 FAILED TO UPLOAD FILE. what need to be done to correct this ?
