Event Studio wont open on 10.2.2

Hi Everyone,

I'm having a problem with Event Studio, I had a event set up and working on the dev enviroment it emailed out a small report wiht a certain critera. So i packaged up and released it over to the live enviroment its working fine email goes out however i need to make a small change (the title says test instead of the correct name)

Now to the real issue. When i click the green marble icon it goes to open event studio but i get the loading bar ( 1 quarter) but does not continue no matter how long i leave it. Ive tried to no avail:

Resolving the problem

Ensure the Delivery Service is enabled for your dispatcher(s):

1. Open 'Cognos Administration'.
2. Select 'Configuration' -> 'Dispatchers and Services'.
3. Select the Dispatcher.
4. Select the 'More' option on the 'Delivery Service'.
5. Press 'Start' and repeat this for all other dispatchers.

Does anyone know any other way around this?
