Report returns inconsistent data

We use Cognos to generate student transcripts.  The report prompts for a student ID, calls a procedure that builds a table then uses the data in that table to generate the report page.  We used it for years in both Cognos 8 and Cognos 10.1.1.  We upgraded to 10.2.2 and the report behavior changed.  Now, when the report is run, the table fails to build completely, leading to an inaccurate transcript.  If the report is rerun, it ALWAYS successfully builds the table correctly the second time.

If the report didn't need to prompt for a student ID, I'd just string to runs of the report together in a job, but it needs the prompt value.  Has anyone experienced anything like this?  Any suggestions for troubleshooting?
