Removing the Scheduling capability for the user's groups and roles should do the trick.

Go to the Admin Console, Security tab. Select Capabilities on the left. Next to the Scheduling capability, press the dropdown arrow and select Set Properties. Go to the Permissions tab. Remove any groups, roles or users that should not see the Scheduling option from the list on the left.

BE VERY CAREFUL!!! If you don't know what you are doing you could easily remove scheduling capabilities for users that need them. Make sure you understand the full implications of removing a group or role (including who belongs to each) before you undertake this action.
