Landing Page that drills to specific folder/tab section

Hi there,

I am looking to create a custom landing page after the welcome page.
User has buttons to select what kind of reports they would like to access.

Button drills to the reports under that department.  Sample landing page attached.
Any direction, sample code or link would be greatly appreciated.
