Keep on getting standard IIS site

After pulling back the support for the Cognos 11 Analytics installation I am trying to get Cognos 10 up and running again. All goes well but the configuration of the default website :(

I am tracing my steps and it looks I did everything right but adding the application. I accidentally added the application and added it to the default application pool. Afterwards I changed the application pool. Now I have removed those steps (removed the application, application pool etc etc) from IIS and added everything again. Just to see if that works. Right now if I go to http://localhost it displays the standard IIS web page.

If I go to http://localhost/ibmcognos/cgi-bin/cognosisapi.dll it displays a HTTP 500.19 error indicating:
HTTP Error 500.19 - Internal Server Error

The requested page cannot be accessed because the related configuration data for the page is invalid.

And indeed there is no web.config file. But even if I copy that file from another environment it doesn't work.

Completely at a loss here :(
