Framework Error while testing the data source

I am getting below erro multiple times when I am trying to test the data source in FM.Database used is Oracle,
QE-DEF-0285 The logon failed.
QE-DEF-0323 The DSN(ODBC)/ServiceName is invalid. Either the DSN is missing or the host is inaccessible.
RQP-DEF-0068 Unable to connect to at least one database during a multi-database attach to 1 database.

UDA-SQL-0031 Unable to access the database. Check that the connection parameters to the database are configured correctly. For example, ensure that the data source connection contains the signon information, such as a password, to connect to the database.
UDA-SQL-0532 Data Source is not accessible:
ORA-12154: TNS:could not resolve the connect identifier specified


Solutions tried::
1) checked if DSN test is successfull through cognos administration.
2) Adding the DSN connection details in tnsnames.ora file.
3) Connection tested through SQL developer also.. :-\

Kidnly provide the permanent solution for this and what could be the reasons for this.

are you sure cognos config is pointing to the correct environment?
