Crosstab Conditional formatting

Hi I have cross tab conditional formatting question.
in my crosstab
crosstab rows are group, number and dept
columns are Beds and date

each dept has number of beds like example of 40,50 etc..
each day census will be either number of beds or less than bed.  my question is when census number is same as beds number then need to show that number in green.  when I tried to do conditional formatting it is not working means not showing the color.  I have done conditional formatting in list or crosstab with one intersection but since this has 2 intersections like beds and date but seems that taking census only as measure not sure how to do it. please see below my example 01 and o4 has number 40 those numbers only need to show the color.
