Cognos to Excel tabs, duplication

I will try and explain this as best I can.

I have a report consisting of two queries, the first identifies a list of stores, the second sales by store.

I have then created a page set and one page with a cross tab on it, a query is used to populate a cross tab and the other query is used for the page set

Everything appears to be working fine, if I run the report it exports into excel and is perfect except for one detail. The first two tabs in excel are identical, and it is only the first two, if I change the store sorting at query level then I still get duplication but different stores. (always the first two tabs)

Can someone suggest why I have duplication of one tab and what I can do to eliminate this?
