Cube start failed XQE-GEN-0029 Your request could not be completed because the Q

OK I am at a lost here

I get this message on the simplest of cube of 1 measure and 1 dimension no errors or warnings. I don't know what more I can suggest nor does he.

I was able to publish a small sample cognos gosales cube with success

my admin has done
Cause
The Query Service is not started, or is unable to handle the request.
Resolving the problem
1. Restart the Query Service:
Cognos Administration > Configuration > Dispatchers and Services > Click on your server > page over until you see Query Service > click on More... > Stop and then start the Query Service.

2. If restarting the Query Service does not work. Restart the Cognos environment.

You have not given me much information about what you've tried.

1.  When you followed the instructions specified in the technote, what happened?
2.  Have you looked at the xqe log file to see what else is written there?  Often relevant stuff is written to the file preceding the error message.
3.  Can you manually start up the cube?
4.  If not, what messages show up in the recent messages menu item for the cube?
5.  Have you gone through the appropriate redbook chapters on administering cubes and troubleshooting?
6.  How many members are in the cube?
7.  How much room is left on your hard drive?
8.  Try increasing the JVM heap size.

the issue was not enough space on dev server.  I scaled down the data.
