Giving permissions to users on a new report

Hi There,
I've just completed my first Cognos report, and I'm trying to give it to a beta user to test.
I tried giving the report and the portlet permissions based on the users group, but that didn't work. So, I gave both permissions to all authenticated users for read, execute, and traverse. Beta user still gets an exclamation mark in place of the report.
For now, I've made my beta user an admin, and he can run it, but I need to figure out how to roll out this report broadly without making all my users admins.
