Set a filter for a particular column alone in a table?

Hi Folks,
I'm using cognos 10.2 and MySql DB. I want to create a report budget and actual. Is this possible to create a filter for particular field alone in table like budget is sum of particular constant value actual as day by day entry. Here I one more column as yesterday working time only for that client alone.
