Chart Axix percentage Value Issue

I am using 10.2.1, I have a line chart and my y-axis is in percent format.  when the value reaches 100 ,  charts will go up to 110% on the Y-axis scale.  In my data I never have anything greater than 100%, so the scale of the axis should max out at 100%.  Any suggestions on why setting the max value property is not working or if there is any other solution I could try?
