Export to Excel window closes automatically in Internet Explorer

Cognos 10.2.1 FP6
IE 11

In most users , when they export to excel the window that alloes for open/save closes automatically.

You can still press ctrl-J and open downloads and find the file.

Is this a known bug or something , i cant find anything related.

Anyone else experiencing this?

This may be the wrong answer.

But for excel issues I have all my users add the Cognos URL to their intranet zone in IE and set the security level to medium low, just for the intranet zone. 

Otherwise I find that when you attempt to get excel output, the window pops and closes without ever seeing the spreadsheet.
