The problem with a pie chart canted all the way over like in your attachment is that you can't see the relative sizes of the segments because of the perspective change. It looks pretty, but is completely, totally, utterly useless at presenting any meaningful information or insight to a user viewing the chart. For this reason, Cognos does not support pie charts with their faces presented at oblique angles like this. :)

There are those who would go so far as to say Cognos shouldn't even include pie charts as an option. Humans love looking at circles, but we're absolutely terrible at comparing areas or radius. I strongly recommend reading Stephen Few's many articles on data visualization, starting with his well written and reasoned paper on why pies are terrible for almost any scenario:
