How to solve the cascading Problem with static choice

Hi
I m creating a value prompt say Country in which only two static choices India and France are displayed.
Took another value prompt say City that should display the cities from database with respect to the selected choice either India's or France's cities.
I selected Cascading Source as Country. But it is not displaying the desired output.
Something is missing, plz guide me...

The Country Prompt should be set to Auto-Submit Yes. In the City query that populates the prompt makes sure there is a filter in there for Country and set the filter to optional.
