User need to publish Fm models to cognos BI server how to give permission only for Publishing package.

Hi,

Unless your users have Administrator or BI Architect licenses they cannot publish packages. If you grant them access to FM to do this and they don't have licenses which permit it, you are leaving your organisation at huge risk of non-compliance penalties when IBM undertake a Software License Review (audit).
