Cannot Clear Namespace to replace with new LAE in 7.4

Because of management indecision about the future path of Cognos authorization namespace container we are still using the old Cognos 7.4 Access Manager.  It is installed on ADAM LDAP in windows 2003.   I am trying to update my 10.2.1 parallel version with a new copy of an LAE file from production. I can never get a merge process to complete.  They will run 12 hours and then just stop.  Attempting to clear the target namespace and load from the LAE just brings a duplicate error and will not run.

Does anyone have an idea how to get around the duplicate error in Access Manager and re-initialize the namespace My last resort is to blow the whole ADAM away and recreate with and load the new LAE.  Too much work and my 10.2.1 test environment will be down for days.

Any help is welcome.  AD is probably the long range path but there are many issues with corporate AD instances. My suggestion has been to get Access Manager 7.5 and use Microsoft AD LDS for new upgraded Windows 2008 R2 platforms.....
