Unable to publish package to Public folders

I am unable to publish package to Public Folders. I have system administrator permissions in Cognos so it should not be a permissions issue. The publish wizard doesn't let me select any folder in Public Folders, I can navigate to a specific folder but the radio button to select is disabled. I can only select My Folders and publish the package successfully. Below is the error I get when I publish the package to Public Folders. Please Help.

I am able to publish the package to My Folders but I cannot see it in My Folders in Cognos connection.

That sure does seem like a permissions issue. Have you customized default permissions for admin? Have you ever been able to publish packages to any folder?

I also have admin privileges here and can publish pretty much anywhere including the root of Public Folders, no issues whatsoever.

I was able to publish package to Public Folders until 3 days back. Nothing has changed from my last successful publish. I even tried creating new package but it still throws the same error if I publish to Public Folders.

I tried publishing to My Folders which worked fine in the publish wizard, but I cannot see the package in Cognos connection.

This is what I noticed, I opened Cognos Configuration of the Framework Manager and opened Gateway URI in a web browser which took me to Cognos connection and it doesn't have the package I published in My Folders.
Then I opened Dispatcher URI in a web browser and it has the package I published. See attached. I am not sure what this means though. Just throwing out everything I noticed.

Not sure if this will help, but when you launch Framework Manager - can you right-click and choose Run as Administrator? Sometimes this makes a difference for me.

Check the location while publishing the package. there are chances that the location might me set to My Folders. You can change it to public folders while publishing the package.

Are you completely sure the login you are signing in under still has System Administrator privileges within your Cognos instance? As a member of this role you have the ability to see and do everything - even if security explicitly denies it. You ought to be able to publish anywhere. As a sanity check, try logging in to to your Cognos instance as this user and make sure you have access to the Admin functions.

Another thought - do you have more than one Cognos server or instance? If so, is it possible Framework Manager has been configured to point at this other instance? Does your login have admin privileges in that instance?

Yes, I am sure I have system admin access. From cognos connection I can launch Cognos administration and I am a member in System Administrator role. I was able to publish last week, not sure what is wrong with it now. We haven't changed any settings in Cognos.

My biggest concern is I am unable to see the package I published to My Folders in Cognos connection. It is anyway not letting me to publish to Public Folders.

I Forgot to mention, we only have once instance of Cognos.

Hmmm. Has anything changed? Has the server instance of Cognos been upgraded or a fix pack / interim fix installed? If so you will need the same (but 32 bit) install doing to your FM instance.

This is fixed now. When we login to Cognos we have to login to our company website first. From our company website we have direct link to Cognos. Not sure what the issue is exactly but it seems like connection between our site and Cognos has messed up somewhere and Cognos did not recognize our credentials. When I said I have admin rights, I was going through our company website. But, when I opened Cognos URL directly we don't have admin rights. It used to work before but something has gone wrong somewhere in the cap.
