Menu(File, edit etc) is active but not poping down the options in Report Studio

Component: Cognos (version 10.2) report studio

While clicking report studio link, report studio editor/work area is opening and menus(file, edit etc) are active. But while clicking menu items (like file, edit, structure etc) it is not popping and listing the options under the particular menu item. For example while clicking "File" menu item it is not popping and listing the options of file like new,open,save,save as etc.

  In the same way it is not displaying the list for all menu items like file,edit,view,structure, table....Help.

  Kindly find the attached screenshot which explain the error better.

  Can someone please help us to resolve this error.
