10.2.1 fp1 importing report specs from 8.4.1

We are going from 8.4.1 (report spec version 6) to 10.2.1 fp 1 (report spec version 11).
Using the SDK the v6 spec validates without issue, however it fails to import.
If I simply change the spec version from 6 to 11 it imports.

Is there some SDK call I am not aware of that will update the spec for you?  I guess I am expecting some kind of spec transformer.
I am surprised it does not honor older specs.  This could very well be a defect.
I'll talk to our rep, but I didn't know if you guys ran into this before.

After talking with support...

I was using the RS to import the report.  This failed because RS can not import older specs (possibly a defect).  If you import it via the CS it works.  Once in the system you can upgrade the spec.
