Hi,

I remember having some issues when doing the import/upgrade in the new environment which for me was caused by one of the applications included in the deploymentpackage was not fully reconciled at the time when the package was created.

Do you still have the 8.3 environment up and running? If so, try checking the application which uses the database: decs_ctb_ca_83 and see if it's fully reconciled.
