Scope relationship/Orphan Dimension

I am very new to Cognos and am trying to mirror the great_outdoor_sales package in Framework Manager.  I put together the Dimensional View and when I publish the package, I receive the following error message.

BMT-MD-6006 The package contains orphan dimensions that are not in scope with other measure or regular dimensions. Queries that reference regular and measure dimensions that are not associated with a scope relationship may not run. The orphan dimensions are
        Sales Staff
        Retailer Site

When I look at the scope relationships, all of the dimensions are yellow aside from the two mentioned in the error message, Sales Staff and Retailer site. 

What is the problem and how can I resolve the issue?  Do I just need to create relationships?  Let me know if someone has  a chance.  Thanks

It means that the measures are not mapped to Sales Staff and Retailer Site. Right click on the lowest levels of those dimensions and there is an option 'Set Scope'. Before doing this, make sure that the relationships are properly defined in the Database Layer.
