Report Studio Missing Chart Labels when Value on X Axis exceeds Scale on Y axis

Hi,

I have been unable to find a workaround or solution for this problem.

Cognos V 8.4
Report Studio
Bar Chart

I cannot render all chart labels for a series on the x axis.
The x axis contains a series which displays percentages.  The majority return values in the range of 0-100 however there are some which return values higher than 100%

I am required to limit the Y axis to a scale which only shows 0 - 100% and display the chart values in the centre of the bar chart at the inside bottom of each bar.

The user of this graph does not want the graph being distorted by the occasional high number, therefore is happy to have the values at the bottom which indicate if a higher percentage is recorded.

My problem in this example, is a value of approx 350% which exceeds the scale, no problem, but it does not return a value in the bar where all others in the series in the scale set of 0-100 do.

The percentage does not have any decimals, and is the same in length as others in the graph which are displaying.

Is there a way to return all values in the chart regardless of whether or not the value is in the range set in the Y axis?

This chart was created from a relational model, I replicated a similar report from a cube and also encountered the same problem.

Not sure if this is a bug or not, any help is appreciated.

thanks
