Render Page based on Prompt

I'm sorry if this has been addressed already, but a cursory forum search didn't turn up any solutions and google searches have likewise been fruitless.

I am using Cognos 8.3.

My report includes a prompt page, a main page, and a 'conditional' page which is under a page set in page explorer. The page set is 'hooked up' to the conditional page via a master-detail relationship, based on a data item controlled by a prompt. I would like to show/hide the conditional page based on a 'Show (Y/N)' prompt, located on both the prompt page and the main page.

I am currently using a render variable attached to the value of the Show prompt. When the Show prompt is set to N, my conditional page is blank, but from the main page I still have the 'Page Down' option at the bottom of the browser window, which yields the last page of the document, blank as mentioned above. I would like to remove this 'go to the last blank page' option.

I have also experimented with setting filters on the chart objects on the conditional page and setting all objects' "Render when Blank?" field to N, to no avail. A blank page always immediately follows the main page. Any suggestions?
