Navigation size changeable?

I really hate having to ask this question, but I guess we all know the occasional blind or unreasonable report consumer... can I change the size of the report navigation on the bottom left (top, page up, page down, bottom)?

I dont think you can do so, for a single report. I believe you have to change it in a system.xml file - but the it will be global.

Is the CSS for those links insensitive to the browser options to increase font size?
