Cognos Bar chart - axis range - automatic not working

I want to plot a graph where min value is -0.003% and max value is (say) 0.000% I have set the axis range to automatic to get the desired results - as the values are dynamic and change everyday. But the graph that is generated is Fig 1. When I multiply the value by 10 (i.e -0.00025*10). I get the desired results Fig 2 (but the value is not correct as it is multiplied by 10). I want to get a chart like Fig 2. but I don't want to multiply the value by 10.

I would like to know whether this is a bug in Cognos. If yes, then what's the workaround for now.

Setting a value to be formatting as a % will automatically multiply it be 100.
Try changing the scale in the formatting.
