Bursting a Report - Non Report Studio Licensed User

Hello

I have been told from our software vendor that only users with a report studio license can burst a cognos report?
has anyone found this not to be the case?

Hi,
Bursting is a reportstudio capability and they should have permissions for report studio. If a user with reportstudio has to burst a report with no read and write policies then it has to be controlled by the object level permissions.
