HTML Items in Report, and User Defined SQL - Problem granting access - RESOLVED

We are running Cognos 11.0.6 on a distributed Windows Server 2012 Environment with Oracle as a datasource, and a dynamic package.

I have a single report with an SQL item that I want a group of users to be able to run (run only, not create their own SQL).  I have reviewed related postings and reviewed the permissions and yet the user is still unable to run the report.  I have the same issue with HTML items for a single report where I was testing javascript to control the default date in a date prompt.

In the admin console...

Report Studio - group that user is a part of has Traverse and Execute.
User Defined Sql - group that user is a part of has Traverse and Execute...same with HTML.
The related package - group that user is a part of has Read, Traverse and Execute.

When user tried to run report with HTML item - they see 'The user does not have the assigned capability to use 'HTMLITem' layout element.  This they see on the screen when they try to run it.

When user tried to run report with custom SQL - they get a server error, but the cogserver.log shows the message Failure   XQE-PLN-0148 User defined SQL is not permitted.

I had the user do a screen shot of their capabilities via My Preferences, Personal, Advanced, My Capabilities and they do have the following (this person is an author):

Report Studio
    Bursting
    Create/Delete
    HTML Items in Report
    User Defined SQL

Thanks in advance for any tips.  I have read related posts and still can't seem to get this right.

I didn't realize that the capability had to be added to the package itself. Here is the article that helped me resolve my issue.  Thanks.
