Emailing a Full Report to all Emails Addresses in a Burst Table

I have a report that bursts out fine via a burst table, however I have another report where the FULL report needs to go to everyone in the burst table. I know this should be an easy solution but for the life of me cannot figure out how to use the burst table to not burst, but serve as my distribution.  Basically burst it to every email address, but no burst key.  Just the whole report.  Any help would be appreciated!

Bursting is essentially another form of master/detail. Create a data item on both sides with the static value of 1, and link that.

We have this for some of our reports, just drag in the burst email field to the "To" field in an Agent email report task.
