Cognos Reports HTML rendering

Hi all,

sometimes when the user runs a report in HTML output, the output is scrambled, there is no formatting, just a plain HTML site with ugly words and nubmers. Then the user runs it again and it's back to normal.

Cognos is 11.0.5, happens both in IE (with and without compatibility view) and Chrome (latest versions). What is the solution for this issue?

Full Interactive Mode or not?
run interactively, batch/scheduled, target of drill through?
please provide more info.
