Directly - no. Rows per page is a hard-coded property of a data container that you specify in report design.

What you *can* do however: If you have a finite number of selections that you want to offer to the user, say, a drop down prompt with selections of 10, 25, and 100 rows, then you can create duplicates of your page. In each, set the rows per page property to the a selectable amount, then add a render variable to the page that checks which parameter value has been selected. If it really is only one list, even ditch that, and just create dupliates of your list on the same page, and assign the render variable to those rather than pages.
