Start -> All Programs -> Cognos 8 -> Documentation -> Cognos 8 Business Intelligence

From here, in the 'Before you Install' section, you will see 'New Features for Business Intelligence'

The pdf version is entitled crn_nf.pdf, if you wish to find it another way.
