how to config framework manager for COGNOS 10.2.2 with quickSetup installation

I can access the portal:http://localhost:8080/ibmcongos,
framework manager is in same machine  with Cognos BI Server.
but I create the project ,the following message is display:
can't access URL Service:
http://localhost:8080/ibmcognos/cgi-bin/cognos.cgi?b_action=xts.run&m=portal/close.xts

default port is 80,I update to 8080 by Framework manager configuartion

Just to confirm, is the url for the portal  http://localhost:8080/ibmcongos  really ibmcongos and not ibmcognos?  You might want to check for mismatches.
