freezing headers in cognos report studio 10.2.1

Apart from right clicking the cross tab header and selecting freeze row header and column header , I wanted to fix the row header freezed for all the reports.

Also I see a post where it says you need to set the rows per page to allow all rows and then add a html script. I am not sure how to set this to allow all rows.
