Emailing Report "Include a link to the report" does not pass prompt values

I run a report and select some prompt values.  The report displays output.  I click on KEEP THIS VERSION --> EMAIL REPORT

Within the window, I click the checkbox "Include a link to the report".  When I get the email, I click on the link and it basically just takes me to the report and does not preserve the previous selected prompt values.

1) Is this standard functionality?  If so, is there a way to pass the selected prompt values this way?
2) I tested emailing the report through "RUN OPTIONS" from cognos connections.  Here I am able to select prompt values and email the report however, a) the report is sent as an attachment (no link option) and b) i am limited to only sending the email to myself.  No option to send to multiple people and to designate email subject line and description.
