Creating new Workspace containing Report Widgets using Cognos SDK

This is my project requirement:

I want to know if there is anyway to create a new workspace using Cognos SDK (Java toolkit). And also embed report widgets (Active Report in my case) in that workspace using the SDK. If so please share a sample with me. A Java code sample would be much appreciated. I tried looking at the 2000 page developers guide but could not find any substantial info (except that to work with Cognos Workspaces, Dashboard class is used). I also searched for this online but in vain. Please help.
